I think a survey for your community users is a good idea, however the results may not be accurate. I think that if you pull metrics on the level of community engagement, i.e. active discussions, comments, likes, accepted solutions, etc. before and after implementation should give your stakeholders a good idea. You can also pull metrics on new member registrations, retention rates and active users before and after implementation.
